The sequence was shot on location in New York City and is known for its in depth use of local shade. In early episodes courtroom scenes had been shot at Tweed Courthouse before a courtroom set was built. He needed to go from police procedural to prosecution with a higher diploma of realism. The prosecution was going to be the hero, a reversal of the standard Law news formula in lawyer dramas. In 1988, Dick Wolf developed a concept for a new television sequence that was going to depict a relatively optimistic image of the American felony justice system. He initially toyed with the idea of calling it Night & Day however then hit upon the title Law & Order.
